There is now a formal "PENDING" put on the Jinchuuriki applications due to flaws in the system that need to be changed. And as a general note - characters are most likely to have better control the older they are. One of the current issues is people wanting to have full or almost full control over bijuu as teenagers, which simply will not be allowed.
